MIT School of Government, Masters Program in Government (MPG02)

A comprehensive visit to various Ministries, Party Offices, Government offices and offices of National importance


(This educational field trip to the seat of power - to the capital city of Delhi essentially captured the essence of the Masters Program in Government and that of the participants who are here to be a part of the nation building process.)

On the third day i.e. 21st of April the group had been to the Ministry of Statistics and Programme Implementation. After brief introductory speeches from our Director Mr. Vishnu Swaminathan and the Hon'ble Minister Mr. G.K. Vasan, they settled down for breakfast. The group had an esteemed company of officers like Joint Secretary A.K. Saxena, P. Dorairaj - IAS, personal secretary to the minister, and Mr. Sai Baba Assistant Personal Secretary. Later the Additional Chief Secretary Ms. Lalita Kumari gave a presentation about the structure and the functions of the ministry. This was followed by an interactive session where the authorities answered many questions asked by the participants.The Minister eventually left for the Parliament and the Chief Secretary took his place Mr. P. Sen, also the Chief Statistician of the country. In all, the encounter with the ministry went on for almost an hour and a half. The learning was significant in two ways; one is that understood the responsibilities of the ministry. But more than that the group was able to observe the relationship between the bureaucracy and the minister with their own eyes, they could see what relationship the other functionaries shared in the set up and so many other things which amounts to a huge load of information in the mind which can only be felt.
The next stop for the group was the Delhi Legislative Assembly or the Vidhan Sabha for a meeting with the Chief Minister for Delhi - the Hon'ble Ms. Sheila Dixit.

As always, Ms. Dixit was at her sharpest best as she spoke about her term in Delhi, the aspects of governance & the responsibilities of the chief minister's portfolio and answered a plethora of the participants' questions ranging from the program of Bhagidari launched by the Delhi Government to her view on Women's reservation. Participants also asked question regarding the challenges, which she has to face due to multiplicity of authority, law and order situation, her vision of Delhi in years to come, so on and so forth. She obliged the group with answers as she did later with photographs.

Then the group proceeded to the Indian Youth Congress office (IYC) to meet up with the IYC National President Mr. Ashok Tanwar. Mr. Tanwar spoke to the participants at length about the role of the Indian Youth Congress as one of the frontal organizations of the Indian National Congress. He told them how people were inducted into the party, what its objectives are and what kind of work it does. He particularly encouraged all youngsters to join the IYC and thus play an active part in nation building.
